Capital Projects
The Water Capital Projects Office is responsible for advancing the major water and wastewater schemes that have been approved, and part funded by the Department of the Environment Heritage and Local Government under the Water Services Investment Program.
The Capital Projects Office has provided both water and wastewater treatment plants, and also sewer networks for a number of towns and villages. The completion of these schemes has facilitated new residential development and improved the quality of the associated receiving waters.
This investment in water services over the past 5 years has delivered considerable achievements in developing the County's water and wastewater infrastructure.
The completion of all of these schemes is vital for the long term economic development and environmental development of the County.
MAJOR CAPITAL SCHEMES
Bunclody Sewerage Scheme
Bunclody SS – Under construction; progress as follows:
Contract 1 – Civil Works – all sewers constructed. Construction of new pump station on Ryland Road started on 17th November.
Contract 2 – Sewage Treatment Plant – civil works substantially complete. M & E works starting in early November.
Bunclody Water Supply Scheme
The Bunclody Water Supply Source Options report is currently being reviewed. An application for SLI funding of improvements to the Water Supply Scheme has been submitted to the DEHLG for approval. Planning permission for the production well drilling for water supplies has been granted by Carlow County Council.
Enniscorthy Main Drainage Scheme – Stage 3
Preliminary Report (PR) submitted to DEHLG in August 2004. Formal response received from DEHLG in May 2006 and the revised PR issued to DEHLG in November 2006 for approval. The EIS for Wastewater Treatment Plant was submitted to An Bord Pleanála in July 2007; approval was received in December 2007.
The staff consultative process has been completed and the procurement appraisal report was submitted to DEHLG in October 2007 requesting permission to advance to contract document stage.
Further information was sought by DEHLG in December 2008 and the response was made in March 2009. DEHLG approval is awaited. Preparation of WWTP contract documents is underway, in advance of DEHLG approval.
The site investigation contract (sewer network) commenced in September 2009 and is in progress.
Enniscorthy Town/East Central Water Supply Scheme
Consultants appointed September 2005. The demand assessment report was submitted to DEHLG in March 2006. The PR submission documents are currently being finalised. Potential groundwater sources have been identified. The Final draft of the procurement appraisal report has been completed.
Fardystown Regional Water Supply Scheme – Kilmore Quay & Rosslare
Approval for the expansion of the Fardystown Scheme was received in the Water Services Investment Programme 2007-2009, issued in September 2007.
Gorey Main Drainage Scheme – Stage 2
Preliminary Report & Contract Documents
The Preliminary Report for the scheme has been approved by the DEHLG. The EIS was issued to An Bord Pleanála in November 2005. The Bord’s approval was granted in November 2006. The contract documents for the extension to Courtown WWTP were submitted to DEHLG in November 2007 and documents for the sewer network submitted in April 2008. DEHLG approval to go to tender is awaited for both contracts.
Gorey Regional Water Supply – South Wellfield
The production well drilling and testing contract is complete. It included a new production well recently drilled near Clogh and one at Ballykale to replace the existing well.
The Pipelines Contract was signed on in March 2009 with Noel Regan & Sons (Plant Hire) Ltd. and construction is under way. The construction period is 18 Months.
Contract documents for the water treatment plant, reservoir and borehole pumps are currently with the DEHLG for approval.
New Ross Main Drainage – Sewage Treatment and Interceptor Sewer
Waste Water Treatment Works: The new WWTP is now taking certain amount of the flows from the town. This system load up period will last for approximately 6 weeks. Commissioning stage to start early January 2010.N25 Interceptor Sewer: All sewers constructed. The existing outfalls are currently being diverted into the new interceptor sewer along the quays – sewers in JFK car park and Harbour Master’s car park are complete; Priory Lane connection complete; North Quay connections complete. Marsh Lane and Quay Street connections outstanding.
New Ross Water Supply Scheme
DEHLG approval to proceed to prepare contract documents was received on 16th December 2008. A site selection report has been prepared to identify the most suitable locations for the required well sites and the treatment plant and reservoir site.
DEHLG approval has also been received for the remedial action list works at Castlemoyle WTP. Discussions with the appointed Consulting Engineers on the Employers requirements have been completed. Site investigations and topographical surveys have commenced.
Taghmon Water Supply
DEHLG approval for this EPA remedial action list scheme was received in November 2008. Construction, is ongoing, using direct labour for the pipework element.
Bundled Sewerage Schemes
Village Bundle 1
Includes the villages of Arthurstown, Ballycanew, Camolin, Clonroche, Curracloe, Duncannon, Duncormick, Ferns, Kilmore Quay, Oylegate and Wellingtonbridge.
The preliminary reports were submitted to the DEHLG in March 2007. The procurement appraisal assessment and staff consultation commenced May 2007 and the procurement appraisal report was submitted to the DEHLG in October 2007. DEHLG approval to proceed is awaited. Following a meeting with DEHLG in December 2008, the submissions are being reviewed and revised for re-submission.
The site investigation contract for the 11 villages commenced in March 2009 is substantially complete. Applications for foreshore licences at Kilmore Quay, Arthurstown, Duncormick and Wellingtonbridge have been made to the Department of the Marine. Tenders have been received for topographical, ecological and archaeological services for the 11 villages. The archaeological and topographical surveys have commenced.
Collection System Extensions Contract-Sewerage
Includes the villages of Taghmon, Castlebridge, Piercestown and Lady’s Island. The design review report for the scheme was completed in February 2006. Wayleave and land acquisition processes commenced in March 2006 and are currently being finalised in accordance with the selected pipeline routes. Draft contract documents, using the new form of contract, were submitted to Wexford County Council in April 2008 and are currently being reviewed and finalised. Funding applications for these schemes have been submitted to DEHLG and approval is awaited.
Fethard - on - Sea Main Drainage Scheme
The Draft Site Selection Report for the proposed WWTP and Pumping Station was received from the Consulting Engineer in January 2009. Valuation for the purchase of the Wastewater Treatment Plant Site has been received. Preparation of the Foreshore License Application documents and the Part VIII Planning Application documents are continuing.
