The processes by which all NRA projects are undertaken are as follows:

• Phase 2: Route Selection
• Phase 3: Design
• Phase 4: EIA / EIR & The Statutory Process
• Phase 5: Advance Works and Construction Documents Preparation, Tender & Award
• Phase 6: Construction and Implementation
• Phase 7: Handover, Review and Closeout
