County Wexford Community Arts Network Guidelines 2010

What is the County Wexford Community Arts Network?

The County Wexford Community Arts Network is a structure whereby artists and communities are brought together to make community arts happen in Co. Wexford.

Established in 2007, CWCAN aims to:

  • bring the arts to the people of Co. Wexford
  • empower communities and artists to develop and lead community arts projects
  • create meaningful community engagement and participation
  • create an environment for socially inclusive access to the arts
  • support artists and the development of their practice in a community context
  • enable diverse and imaginative community arts programming
  • facilitate a local community arts network
  • provide funding supports for community arts

Who is CWCAN for?

CWCAN is targeted at all community groups that are interested in becoming involved in the arts. Whether you are working as a volunteer, or a member of parish committee; providing a service for children, young people or older people; or working in the field of heath care, disability, community development or social work; or working with new immigrant communities or travellers -

CWCAN is open to you.

How does it work? How can I get involved?

Take 6 simple steps!

  1. Join the Co. Wexford Community Forum. For further information visit  http://www.wexfordcdb.ie/cdb or contact Edwina Colfer, Community and Enterprise, edwina.colfer@wexfordcoco.ie.    
  2. Get to know who the artists are on the CWCAN artist panel, what they do and the types of projects they are involved in.  For further information on each artist visit http://www.wexford.ie/wex/Departments/Arts/Projecets/CountyWexfordCommunityArtsNetwork/.  
  3. Talk to the artists about your ideas and discuss options for potential projects
  4. With your selected artist, develop your idea into a project proposal
  5. Submit your project proposal to the Arts Department of Wexford County Council for assessment
  6. If approved for funding, start your project!

 How much funding is available per project?

  • €500 up to a maximum of €5,000
  • Wexford County Council will provide 50% funding.
  • labour, in kind contributions and/or direct funding.
  • The remaining 50% is matched by community groups which can be costed as voluntary labour, in kind contributions and/or direct funding. It should be noted that the voluntary labour cost should not exceed 25% of the total budgeted cost. 

Is there an application form?

No, there is no formal application form. However, to apply, community groups must submit a written proposal and should refer to 'A Guideline to Developing Project Proposals'

Is there a closing date for project proposals?

Project proposals will be accepted on the following dates (subject to the availability of funding):

5pm, Thursday, 26th August, 2010

5pm, Thursday, 28th October, 2010

5pm, Thursday, 25th November, 2010

CWCAN Terms & Conditions

1. Project Proposals will only be accepted from Co. Wexford based community groups and organisations.

2. Applications will not be accepted from schools.

3. All community groups applying for participation must be members of Co. Wexford Community Forum. (If your group is not currently a member of the Forum, you are required to apply for membership – The Community Forum Application Form can be downloaded at http://www.wexfordcdb.ie/cdb/CommunityForum/Downloads. 4. Community groups may not participate in any more than two CWCAN projects within a calendar year irrespective of the duration of each project (the calendar year 2010 will run from May 1st 2010 to Dec 31st 2010).

5.  All CWCAN projects must work with the artists on the CWCAN Artist Panel.  This panel is in place until December 31st 2010.

6. Funding will be awarded directly to community groups. The community group is responsible for directly contracting the artist.

7. 75% of the total amount of funding awarded to the community group will be paid at the start of CWCAN projects. The remaining 25% will be awarded upon successful completion of the project and submission of necessary documentation, including receipts and an evaluation report.

8. Voluntary labour as match funding should be costed at a rate of no more than €25 per hour. Voluntary labour must include the provision of basic services directly related to the work ongoing within the project.  It should be noted that the voluntary labout cost should not exceed 25% of the total budgeted cost.  Timesheets should be submitted, the voluntary labout timesheet can be located at http://www.wexford.ie/wex/Departments/Arts/AwardsOpportunities/Title,15348,en.html.

9. Other in-kind match funding can include heating, lighting, office equipment, venue rental etc and must be itemised in budget breakdown.

10. Advertisting costs will not be covered by CWCAN.

11. CWCAN funding may be withheld at Wexford County Council’s discretion.

12. Wexford County Council must be fully acknowledged in all publicity material relating to CWCAN projects, in accordance with the Council’s funding acknowledgement guidelines [available on http://www.wexford.ie/wex/YourCouncil/WCCLogosforPrintingPublications

13. Community Groups will be required to participate in project evaluation from time to time.

14. All CWCAN projects must support Wexford County Council’s policy of social inclusion.

15. Community Groups must comply with best practice / legislation in Child Protection as outlined by the Department of Health and Children – www.dohc.ie.  All relevant projects must include a Child Protection Policy in their application.

16. Faxed or emailed applications will not be processed. 

A Guide to Developing Project Proposals

What is a proposal?

A proposal is a formal written document that provides detailed information about:

  • An idea for a project
  • The need for such a project
  • The purpose it will serve
  • The plan for meeting the need
  • Detailed costings
  • Background about the applicant

It is important that you identify what is being proposed and that you provide the rationale for your project – what is the reason for this proposal, why does it need to happen - be specific!

Possible headings to be addressed when writing a Project Proposal:

Background

Background information on your community group – who are you? your history, your activities, your ethos etc. If an ongoing project how the project started, how much it has cost, how it has been managed, operated and funded, what stage the project is currently at etc. 

Aims

The overall aim/s of the project. Be concise and specific.

Objectives

How are you going to achieve your aim/s?

What are the steps that you will take to achieve your aim?

Outcomes

What do you want this project ultimately to achieve?

Artist Input

A detailed breakdown of the art project which the artist is proposing.

Market

Who is the project targeted at / who is the project for?

Marketing

How are you going to publicise your project and get people involved e.g. mail-out, community newsletter, radio advertising, newspaper advertising, flyers, signage etc.

Timeline

A detailed schedule of what will be done over the course of the project and when it will be carried out - a project timetable.

Budget

A detailed breakdown of all income and expenditure.

Management

How will the project be managed? e.g. will you have a steering group? What supports will you put in place to make the project a success?

Evaluation

How will the project be monitored and reviewed throughout the process and after completion. Who will co-ordinate the evaluation? Who will be involved?
